A cost-effectiveness assessment of four potential sites for a proposed transshipment port in Jamaica shows that the environmental damage to building the port at Goat Islands would be three times greater than that at other sites. The MacArthur-supported study by the Conservation Strategy Fund found that another proposed site at Macarray Bay could be built for $200 million less, be better protected from storm surges, and would cause less environmental damage.
