The U.S. House of Representatives recently passed a crime bill that includes several recommendations from a policy report by the Council of State Governments Justice Center, a MacArthur grantee. The bill, known as the Second Chance Act of 2007, authorizes up to $55 million in grants to state and local governments to develop prisoner reentry initiatives to help reduce recidivism rates and an additional $15 million for community-based mentoring and transitional services for returning prisoners. Two out of every three people released from prison are rearrested within three years of their release, according to The Report of the Re-entry Policy Council, which House members used in crafting the bill. The Senate is expected to vote on the measure in December.
