Pennsylvania’s Department of Public Welfare issued new guidelines to counties last month directing them to conduct self-assessments based on policy statements and tools developed under MacArthur’s Models for Change juvenile justice reform initiative. The policy statements refer to mental health/juvenile justice and aftercare. Counties are required to submit plans and budgets that identify goals, strategies, and outcomes that they will take to ensure the healthy development of children and an integrated approach to meeting their needs. To make the task easier for counties, the guidelines point to the Models for Change website for easy download of the relevant documents and tools.
