India launched the world’s first cap and trade program for particulate air pollution—the greatest global threat to human health—in the state of Gujarat. This is also India’s first market-based approach to reducing emissions, and the Gujarat Pollution Control Board believes the program can reduce pollution at a low cost and establish best practices for future emissions restriction programs. The Pollution Control Board is partnering with the University of Chicago’s Energy Policy Institute, a grantee, to evaluate the program with a randomized controlled trial.
