On July 26, the European Court of Human Rights ruled on three cases brought against Russia by five Chechens, represented by MacArthur grantees the London-based European Human Rights Advocacy Centre (EHRAC) and the Russian NGO, Memorial. The cases were based on a massacre in the settlement of Novye Aldy in 2000, during which Russian forces executed at least 60 civilians. The Court found Russian servicemen responsible for killing 11 people, in violation of the European Convention, and awarded 143,000 euros in damages. The Court condemned the failure by Russian authorities to investigate the crimes and noted that “the astonishing ineffectiveness of the prosecuting authorities in this case can only be qualified as acquiescence in the events.”
