The Institute for Security and Democracy (Insyde) formalized agreements with the Mexican state governments of Baja California and Nuevo León for ongoing monitoring of police performance. The Center for Professional Police Certification, which Insyde created with its MacArthur Award for Creative and Effective Institutions, worked with the Ministries of Public Security in Baja California and Nuevo León to set up official certification units. These units will evaluate police performance against 163 standards based on international best practices and the new public security requirements of Mexico's 2008 criminal justice reform. As part of a strategy for scaling up the work, Insyde expects this month to reach a similar agreement with the state of Hidalgo. Strengthening the implementation of Mexico's criminal justice reform is a core element of MacArthur's human rights grantmaking.
