In U.S. local jails, 448,000 people are behind bars but are not convicted of any crime. And across the many systems of incarceration in the U.S., there is a patchwork of data that makes it hard to see the full picture of who is impacted. Prison Policy Initiative (PPI) presents a comprehensive report on who is locked up and where in their 2024 Whole Pie report. In an additional report, they focus on the 190,600 incarcerated women and girls to share insights on their experiences.

The report sheds light on the decentralized, overlapping systems of state prisons, local jails, federal prisons and jails, youth incarceration, immigration detention, and more. PPI also corrects 10 myths that help show what policy changes can end mass incarceration, and not just put a dent in it.
