The National Home Performance Council works with federal and state governmental agencies, utilities, and the residential building industry to develop standards and best practices that encourage energy efficiency improvements in homes, including multifamily rental properties. While costs to operate an energy efficiency program are generally straightforward for a utility to calculate, many of the benefits are difficult to quantify, especially those not related to energy or dollars saved from efficiency gains. The Council will use this grant to engage utilities and their regulators nationally about a more comprehensive and accurate way of determining the value of home energy efficiency improvements.
