Although many low- and moderate-income households living in multifamily properties face difficult choices between paying rising utility expenses and other necessities such as rent, food and medication, multifamily housing generally has been underserved by utility-sponsored energy efficiency programs. The National Consumer Law Center uses policy analysis, litigation and technical assistance to stop exploitive consumer practices, and helps financially-stressed families build wealth by advancing economic fairness. It will use this grant to help educate public utility commissions, state energy offices and utility companies about the need to design energy efficiency programs that work for multifamily affordable housing, and change their programs and practices.
