To disseminate the report "Requirements for Stable Coexistence in U.S.-Soviet Relations."

To support American participation in the project on requirements for co-existence.

To support the annual assessment of U.S.-U.S.S.R. relations to be based on the collection of data, opinion, and evaluation from academic, media, and government sources (over three years).
